PM announces Rs 2,350 cr package, assures solution to recurring Arunachal flood
ITANAGAR/ GUWAHATI, Aug 1: Prime Minister Narendra Modi today announced a total package
of Rs 2,350 crore for all north eastern states hit by floods and immediate release
of Rs 250 crore for flood-
In addition to that, the prime minister announced a Rs 100 crore corpus for setting up a research project to study Brahmaputra river and its role in creating devastating flood.
He also announced Rs 2 lakh each for the next of kin of those who have lost their lives due to floods in Arunachal Pradesh, Manipur, Mizoram, Nagaland and Tripura, the Prime Minister's Office (PMO) said.
The seriously injured people will get Rs 50,000 each, the PMO said.

While drawing the attention of the Prime Minister on the recurring problem of disaster caused by flood every year, Pema sought the Centre's intervention for a foolproof system in place for not only averting the natural disaster but also for having a very quick and robust relief, rehabilitation and damage control system.
"Flood damages caused over the years have accumulated a severe burden to the state thereby creating a huge gap. The State is left with a mammoth task of restoring damages, which it is unable to carry out due to its meagre resource" Pema informed. He requested the Prime Minister for a comprehensive package to meet up the huge gap that has accumulated over the years.

While referring to NDRF and SDRF norms that does not permit restoration works in certain sectors, the Chief Minister requested Prime Minister's intervention in relaxing the norms in context of Arunachal Pradesh. "Since these basic services are inevitable in nature and considering the meagre resource of the state government, these norms need to be relaxed in context of Arunachal Pradesh", CM pleaded.
Pema also sought for mitigation funds from the Centre prior to any disaster so that the state could gear up for preparedness instead of engaging itself for restoration works after the flood damages. "A provision of advance funding for mitigation plan, advisory warnings and other preparedness activities will lessen the damage and avoid human losses", Pema said.
CM was accompanied by Chief Secretary, Principal Secretary Home, Secretary Disaster Management, Secretary Planning, Secretary to CM and officers from disaster management department during the meeting. (CMO).
Fire devours 37 houses in Tadin village
AALO, Aug 1: Tragedy struck Tadin village again as 37 houses were reduced to ashes in a devastating fire accident in the early morning of Tuesday.
A community Dere, three granaries and 19 rice mills were also destroyed in the fire that broke out around 2.30 am.
There were no reports of any casualties while the cause of the fire is not known yet.
In 2015, 14 dwelling houses, including two granaries, a church and six rice mills were gutted down in fire.
The Indian Army, ITBP, IRBn, Civil Police and public are involved to provide food and temporary shelter to the victims. Tents are being set up, medicines and ration items distributed by Army and ITBP while electricity and water supplies have been restored.
West Siang Deputy Commissioner Gamli Padu visited the spot accompanied by the DDMO and departmental heads, provided Rs.1, 40,600 to the affected families as immediate relief. He also handed over Rs.1 Lakh donated by Hotel Todo (Itanagar) to the affected people.
Later, the Deputy Commissioner held an emergency meeting and appealed to all Departmental Heads, public and business communities to render all possible help and contribute in cash and kind for the suffering people.

CM's Free Cancer Chemotherapy Scheme launched
ITANAGAR, Aug 1: The Chief Minister's Free Cancer Chemotherapy Scheme was launched by Director of Health Services, Dr. Moji Jini at Tertiary Cancer Centre of Tomo Riba Institute of Health & Medical Sciences, Naharlagun on Tuesday.
Under this scheme, 500 cancer patients will be provided the commonly used medicines for treatment of the disease free of cost with a ceiling of Rs. 10 lakh per patient per year.
This schemes was approved by the cabinet on May 18 this year and subsequently, an MoU was signed between the State Cancer Society of Arunachal Pradesh and Tata Memorial Centre, Mumbai on June 21.

APCC rejects HM claim, says law & order problem deteriorating
ITANAGAR, Aug 1: Arunachal Pradesh Congress Committee (APCC) has rejected the State Government's claim that crime rate in Capital Complex has been reduced.
The Government has totally failed to tackle the law and order situation and the Home Minister Kumar Waii is trying to hide the real fact by giving such 'false' statement, stated APCC while reacting to Waii's Press Statement on law and order situation.
"Though the Home Minister is trying to hide the real facts from the common people, the conscious ones are well aware that the law and order situation is deteriorating day by day, creating fear psychosis in the minds of Capital Complex dwellers," the party said.

Arunachal to implement ESI scheme for private sector employees
ITANAGAR, Aug 1: The state Govt has instituted the Arunachal Pradesh Employees Insurance Society (APEIS ), an autonomous body, under the Employees State Insurance (ESI) Act, 1948 for private sector employees in the state.
In a meeting conducted by the Labour and Employment department, GoAP, at Banquet Hall here on Tuesday, after threadbare discussion with the stakeholders approved the formation of APEIS with its chairman (labour and employment secretary), vice chairman (Director of Health Services), Chief Executive officer cum Member Secy.
Earlier, addressing the stakeholders present in the meeting, Labour and Employment Secretary, Onit Panyang emphasized on the importance of formation of the Society for its long term benefits to the employees in the private sectors.
Regional Director of Employees State Insurance Corporation, North East Region, Guwahati, L. Jamir informed that the ESI Scheme is an integrated measures of Social Insurance embodied in the Employees Insurance Act and is designed to accomplish the task of protecting 'employees' as defined in the ESI Act, 1948.
The ESI scheme applies to factories and other establishments like Road Transport, Hotels, Restaurants, Cinemas, Educational and Medical Institutions wherein ten or more persons are employed. The ESI scheme is financed by contributions from employer and employees wherein the employees will pay 1% of their wages and the employer will pay 4%.

One dies, another missing in Pare River, Police cautions against going to rivers
ITANAGAR, Aug 1: One dead body, identified as that of Kabiraj Tamang has been recovered from the Pare river bank near Emchi on Tuesday afternoon.
Kabiraj, a labourer from Nepal working with M/s HCC Ltd constructing Pare power project had gone to the river to bath with Purna Limbu, another labourer in the Pare river near Sopo when they drowned on Monday evening.
The police said that search operation is being continued to retrieve the missing.
The search operation will continue tomorrow.
SP Papum Pare Tumme Amo has requested all to refrain from going to the rivers especially Pare/Dikrong and nearby tributaries for as the rivers are flowing above danger level due to incessant rain.
He further appealed to the parents in the capital areas not to allow their children to go to river for swimming or picnic as all the rivers are dangerous and swollen with very strong currents.
The police further said that large amount of water is released from Ranganadi Hydro Plant to Pare river causing instantaneous sudden rise in water level which has drowned many people in the last few years.
ISBT set to start operation soon
ITANAGAR, Aug 1: The construction work of Inter State Bus Terminus (ISBT) at Lekhi village Naharlagun is almost over and is expected to start operation within this month.
The much awaited ISBT at Lekhi village has been built over the area of 86460 square and is expected to be the largest in the whole of North East region. The work started in 2011 and it will cost Rs. 2039 Lakh.
In a release, Urban Development department informed that new ISBT will have separate stand for the local and inter District/State buses. The traffic congestions prevailing in the twin capital will be reduced upto great extent, once the ISBT starts functioning," stated UD department in a release.
Meanwhile, the minister Urban Development Nabam Rebia along with parliamentary secretary Techi Kaso on Tuesday visited ISBT today.

Governor calls for people’s participation for success of SBA
ITANAGAR, Aug 1: The Governor of Arunachal Pradesh P B Acharya called for more public participation in the Swachh Bharat Abhiyan (SBA) in the state. Involvement of public is very important for success of the Abhiyan and to instil a sense of ownership which will help in sustainability of the project, Governor said while reviewing the Swachh Bharat Mission (SBM) in a meeting at Raj Bhavan here on Tuesday.
The Governor, who is one of the National Ambassadors (Nav Ratnas) for Swachh Bharat Abhiyan selected by Prime Minister, called upon the State Brand Ambassadors, Swachh Bharat Committee to act as a supplementary committee to State Government's endeavour to increase more public participation in the mission.
There are many rich and good people in the state, who can give their time and money for the mission, Governor said. "Motivate and encourage them to sponsor projects. This mission should not depend on the Government only," he emphasised.
Governor said that there must be toilets in markets, public places, schools and colleges. He suggested bamboo toilets for utilization of local natural resources, indigenous expertise and employment of local youths.
Taking part in the discussion, the PHED Minister Bamang Felix said that there is a need for joint effort of various departments, particularly PHED, Education and Urban Development for success of the mission.
State Brand Ambassadors Swachh Bharat Committee will be very helpful to the Government's effort in Information, Education and Communication projects and Public Awareness, he said.

Dept sets open defecation free target
ITANAGAR, Aug 1: The PHE & WS, the nodal department for implementation of Swachh Bharat Mission (Gramin) has set a target to make Arunachal Open Defecation Free (ODF) by Dec 31, ahead of the national target which is set at Oct 2, 2019.
This was decided at a review meeting on Tuesday after completion of year long exercise to identify the status of dysfunctional, insanitary and additional toilets for households that emerged after 2012 Base line Survey (BLS) on the basis of which the Project Implementation Plan was sanctioned. Minster PHE & WS Bamang Felix urged the departmental officials to achieve open defecation frees status for entire Arunachal Pradesh on or before 31st December 2017 and further declared not to entertain any excuse in this regard.
He announced a State level competition to evolve a suitable toilet technology using indigenous locally available material for an appropriate alternative to septic tank, twin pit technology within the cost ceiling to do away with the cost and other disadvantage of the present technology which has not been found to be viable in the remote inaccessible areas.

Traders booked for violation of Act

In his FIR lodged with Wakro Police Station, the victim stated that he was beaten without any provocation by Army of Chowkham camp at Medo market.

Provide basic job induction trainings
Dear Editor,
Through the columns of your esteemed daily, I would like to highlight few points on the importance of induction trainings for new appointees under government of Arunachal Pradesh.
Unlike central government services, PSUs, etc., it has been observed that the new appointees in almost all the departments under government of Arunachal Pradesh are not provided with any basic induction trainings prior to their regular postings. This is not only an unhealthy practice, but at times it is also likely to lead to some dangerous situations; and certainly it is against the interest of public services. Imagine a newly appointed and untrained APCS officer conducting election in some sensitive places, or for that matter, a newly appointed JE supervising the construction of some big bridges, etc. Any misplaced judgment and unintended aberrant action by the government officials in such situations has the potential to lead to some major human casualties.
Government services are not always a cozy job. Under various demanding situations,
I have encountered several officials complaining about the ineptness, unprofessionalism
and lack of sense of responsibilities of their newly appointed seniors/colleagues/sub-
On the other hand, there are some new recruits who complain about non-
Such unpleasant and awkward situations arises -
I don’t know the actual reason(s) for non conduction of induction trainings, but
if it is to save the financial expenditures involved in such exercises, then I think
it is a gross miss-
In order to curb financial expenditures, trainings on basic office Rules and procedures could be conducted for the new recruits of all the departments for a particular year commonly at any institute such as Administrative Training Institute (ATI), etc., and thereafter conduct department specific trainings at respective departments. And, in fact, successful completion certificate of induction trainings need to be made compulsory prior to their regular postings.
And till such time this compulsory induction trainings materializes, I think it would
be only prudent to mix-
I guess optimum utilization of human resources is the art of the successful corporations, which we should also imbibe in our government sector too.

Dear Editor,
Rational transfer of not only teachers but entire govt servants from time to time is a must and a good initiative of the state government as well because if one tends to stay in a place for a longer time one may get more chance of corruption and be non productive. Rational transfer of govt servants from time to time benefits both the govt servants and the public alike because both the parties will have exposure, experience and can share their expertise. However in case of Education department, transfer of teachers should be done after the end of academic session and not during academic session as it can hamper the progress of academic. Teacher student relation also plays an important role, adjusting to a new teacher and getting used to him/her during the middle of academic session might cause problem to the students thereby hampering the academic progress. The demand put in by the students of DEM govt higher secondary school pasighat is a really genuine one and the higher authorities should look into the matter with utmost urgency so that it might not hamper the academic progress of the students.
At a time when the states literacy rate is at the bottom, the education department must revamp their system and strategy and come up with more robust one which can elevate the literacy rate from bottom to a higher position.
